With reference to your despatch No.220 of August

31st last, I transmit to you herewith a copy of a letter

fromj Mesore Alfred Holt and Company, who complain that,

whereas the Chinese Haritime Customs heavily fine steamers

on bpard of which opium has been smuggled, the punishmenta

inflicted on persons who have been convicted of this

offence, have been unreasonably lenient.

I request that you will furnish me with any

observations that may occur to you with regard to this

letter, and that you will take any action in connection

with it that you may consider desirable.
